Cannot Close Repair Local Area Connection

I cannot change the IP address of the computer. I tried ipconfig, it is a 169.254 number, and disabling firewall and norton did not help. You may enable your wireless adapter if you wish. Ideas? http://electrictricycle.net/cannot-close/cannot-close-repair-local-area-connection-window.html

For example, if you have a static IP address, then renewing will never work. I have uninstalled everything that I could find on the computers related to the previous network setups. It does not affect my browsing but the window wont close. Thank you again. Turn off ALL of the computers and other network connected devices, restart (power cycle) the router, then restart all the computers and other network devices.

someone help!!! This means that even if there is a DHCP server on the network, it won't get a new IP address. Plug the power cords back in, but don't switch them on.
