I decided to mess around and see if I could change the location. Open Control Panel, click on "Ease of Access", then click on "Ease of Access Center" and then click on "Make the computer easier to see" link. This is what I did: Right mouse on background personalize -> background -> changed background picture to slideshow - the background came back, but I couldn't do anything. Desktop Background Stuck On Solid Colors Such kind of issues might occur if there are some kind of restrictions exist in Registry which are preventing users from customizing Desktop wallpaper. Can't Change Desktop Background Again, if this error seems too odd for anyone to find a solution, I can just wait to do a clean install once Windows 8.1 comes out.

If you find it and it's value is 1, change it to a 0, then restart your computer. I've already searched around for solutions and everything seems to say "Activate Windows 8." However, my copy already is activated.
