As I recall, there's 2 or 3 options in the BIOS that have to be disabled in order to disable the floppy.
Notice that enabled devices must have a checkmark so make sure all of them do. I use a program called multi-boot 9 or 10 i forget the version, but that pretty much does all the work for you. Keep in mind that early Windows 95 CDs are not bootable. Windows Disk may be not work properly. So, if it checks the hard drive and finds Windows before it actually looks at the CD/DVD drive, then it will always ignore whatever’s inserted and boot from the hard drive.
