One likely fix for this is that there is a registry issue that isn't allowing the program to be "seen". Go back to the text file and delete it. But I am not sure what is causing this issue, maybe windows has some kind of duplicate name of an executable of a previous version of that program, even though the Windows 7 Default Programs Not Working After that, it will allow you to change the default program for that file extension.
