The leading suspicion is there's a 3rd party program running that is opening available COM ports (keeping others from opening them). Do you have TCPWrappers (/etc/hosts.allow and /etc/hosts.deny) configured to limit access to only the LAN? Does it allow SSH from outside the LAN? The baud rate and other settings for COM2 is set [in the device manager] to 115200,N,8,1 with no flow control.
